2008 Berkeley County Referenda

The following questions are provided for information only. The League of Women Voters only supports or opposes issues that our members have studied and reached consensus on. We have not taken positions for or against these proposed referenda.

Question 1: Form of Government

Shall Berkeley County retain the existing Council-Supervisor form of government with eight County Council members elected from single-member districts and a Supervisor elected County-wide or change to a Council-Administrator form of government, with eight County Council members elected from single-member districts and an Administrator hired by County Council?

Question 2: Council Districts

If the electors of Berkeley County vote in favor of changing the form of government in Berkeley County from a Council-Supervisor form of government to a Council-Administrator form of government, shall the number and method of election of members of County Council remain at eight County Council members elected from single-member districts or shall there be added to the eight County Council members elected from single-member districts a ninth member of County Council who shall be elected at-large from the County?

Question 3: Transportation Sales Tax

I approve a special sales and use tax in the amount of one percent to be imposed in Berkeley County for not more than 7 years, or until a total of $206,000,000 in resulting revenue has been collected, whichever occurs first. The sales tax proceeds will be used for the following project:

For financing the costs of highways, roads, streets, bridges, and other transportation-related projects facilities, and drainage facilities related thereto, including but not limited to:

Highway Capacity Projects: Henry Brown Boulevard Extension, Clements Ferry Road Improvements, College Park Road Improvements, Railroad Avenue Extension, US Highway 17-A Improvements

Intersection Improvement Projects: Old Highway 52 at Cypress Gardens Road, Henry Brown Boulevard at Tanner Ford Boulevard, North Highway 17-A at Highway 41,Murray Boulevard at Hanahan Road

Major Resurfacing Projects: Jedburg Road (US 176 to County Line), SC Highway 6 (S-5 to SC-311)

Paving Projects: Farm Hill Circle, Zion Road, Firehouse Road, Calestown Road, Tobacco Road, Blanding Road Wilder Road, Avery Drive, Jacob Piland Road, George Wigfall Road, Timberline Way, Starks Croker Drive, Fauling Road, Beulah Tabernacle Road, Mourning Dove Court, Crawford Road Spring Pond Road, Mitchum Town Road, Green Bay Road, Moultrie Lane, Arthur Gillins Road, Fennick Drive, Coaxum Road, Stevensridge Lane, England Road, Ambassador Avenue Benjamin Drive, Dennis Drive

Allocations for Local Street Resurfacing: Goose Creek, Hanahan, Moncks Corner, St. Stephen, Unincorporated Berkeley County

Instructions to Voters: All qualified electors desiring to vote in favor of levying the special sales and use tax shall vote "YES;" and
All qualified electors opposed to levying the special sales and use tax shall vote "NO."

Question 4: Transportation bonds issue

I approve the issuance of not exceeding $150,000,000 of general obligation bonds of Berkeley County, payable from the special sales and use tax described in Question 3 above, maturing over a period not to exceed 7 years, to fund completion of projects from among the categories described in Question 3 above.

Instructions to Voters: All qualified electors desiring to vote in favor of the issuance of bonds for the stated purposes shall vote "YES;" and All qualified electors opposed to the issuance of bonds for the stated purposes shall vote "NO."
